ARTICLE V - OFFICERS
SECTION 1: Officers
The officers shall be Chair, Vice-Chair, Secretary, and Treasurer.
SECTION 2: Election of Officers
The election of officers shall be held at the Biennial County Reorganization Meeting. Nominations shall be from the floor. Election shall be by majority vote of members present and qualified.
SECTION 3: Resignations
The resignation of any officer of the Executive Committee shall be made in writing and shall take effect at the time specified therein; if no time is specified, then it shall take effect upon receipt of such resignation by the Chair or Vice-Chair. Vacancies in all offices shall be filled by election by the Executive Committee within one week of the resignation. All resignations must be verified and documented in meeting minutes whether by letter or otherwise.
SECTION 4: Vacancies
It is not required that persons nominated for officer positions be members of the Executive Committee. Any individual who is not an elected member of the Executive Committee shall, upon election as an officer, become a voting member of the Executive Committee for the duration of their term as an officer. Upon Final District Representative withdrawal, removal, and position, the Executive Committee shall fill vacant Section IV, Section 4. Vacancies in all resignations must be verified and all resignations must be verified and all resignations must be verified and all resignations must be verified and documented in meeting minutes whether by letter or otherwise.
SECTION 6: Chair
Chair Duties
- Serve as the spokesperson of the County Party.
- Preside at all meetings of the County Party within 14 days of election.
- Supervise and manage the day-to-day business of the County Party.
- Appoint standing and ad-hoc committees of the County Party.
- Preside over the business meetings of the Executive Committee.
- Ensure that all officers and committee members perform their duties as may be prescribed by the Executive Committee members from time to time.
- Serve as an ex-officio member of all County Committee.
- Appoint all Committee Chairs and committee members. The Chair serves as ex-officio member of all County Committee.
- Transfer all records to their successor within 14 days of election.
SECTION 7: Vice-Chair
Vice-Chair Duties
- Assist and support the Chair.
- In the absence of the Chair, or at the Chair's request, assume the powers and duties of the Chair.
- In acting as Chair, have all the powers of and be subject to all restrictions on the Chair.
- In the event of the Chair's resignation, death, or removal, immediately become Chair and serve for the unexpired term and be subject to all restrictions on the Chair, until the vacancy can be filled. (See Article IV, Section 4.)
- Perform such other duties as may be assigned by the County Party Chair or by the Executive Committee.
- Perform duties of the office as described by the County Party Chair.
SECTION 8: Secretary
Secretary Duties
- Receive all records from their predecessor within 14 days of election.
- Keep the minutes of all Executive Committee meetings and conventions.
- Prepare and distribute the agenda for all Executive Committee meetings within fourteen (14) days following the meeting to facilitate any needed actions and the approval of the minutes at the subsequent meeting.
- Conduct a verbal roll call of all the Executive Committee at every business meeting.
- Maintain current and accurate rosters of all members of the Executive Committee and all Executive Committee all instances of excessive absences.
- Ensure that the County Party is in compliance with provisions of law and these bylaws.
- Be custodian of the records of the County Party.
- Maintain records of attendance of all members at large of membership books of the Executive Committee.
- In general, perform all duties incident to the office of secretary and such other duties as from time to time may be assigned to the secretary by the Chair or by the Executive Committee. The Secretary shall maintain all records related to the position for a period of 5 years.
- Render to the Chair and to the County Party, or to the Executive Committee, whenever it may require or request such a report, an account of all matters in the Secretary's charge, and of the activities of the executive committee and any subcommittee reports.
- Transfer all records to their successor within 14 days of election.
SECTION 9: Treasurer
Treasurer Duties
- Receive all records from their predecessor within 14 days of election.
- Be responsible for the receipt and deposit of all funds and securities of the County Party from any source whatsoever, and shall deposit all such monies in the name of the County Party in such bank, trust companies or federally insured accounts as shall be approved by the Executive Committee (see Article IV, Section 6).
- Cause the books to be open to inspection by any member of the Executive Committee at all reasonable times, adequate and contact accounts of the funds and transactions of the County Party which shall include matters related to County Party.
- Make disbursements of the County Party as may be ordered by the Executive Committee through appropriate motions.
- Render to the Chair and Secretary, or to the Executive Committee, whenever it may require or request such a report, an account of all matters in the Treasurer's charge, and of the condition of the funds in their charge, showing the condition of the County Party.
- Be responsible for filing all required reports with Election Trustee (TREF) and/or Federal Election Commission (FEC), and file any and all reports required by TREF and/or the FEC if the Executive Committee establishes a political action committee or other political committee under its purview.
- In general, perform all of the duties incident to the office of treasurer and such other duties as may be assigned by the Chair or Executive Committee.
